Based on clothing & hair styles shown in one of two b/w illustrations, this is definitely from the 1920s. Haskin operated the Haskin Information Bureau in Washington, DC which later was known as 'The Agency Of The People'. The operation was financed by newspapers which distributed his various publications such as this one. In turn, the public was invited to submit questions to his large staff of experts who provided answers without charge. Haskins himself was the author of several books including one on the Panama Canal & another on American Government.
